Blan Holman

Dispatch Law & Policy Principal J. Blanding ("Blan") Holman is an experienced energy and environmental attorney with a strong record of success achieving his clients' aims including removal of multi-million dollar interconnection costs and defeating expanded state commission review of solar projects. Holman served as in-house regulatory counsel at a major renewable energy developer with exposure to a wide variety of matters including siting, EPC contracting, form PPA negotiation, finance due diligence, interconnection, and facility operation and curtailment. His utility commission experience includes interconnection procedures, market and ancillary service design, co-location, project certifications, competitive procurement, resource planning and accreditation, transmission planning, utility mergers, PURPA, and PPA terms and conditions. Holman regularly appears before state utility commissions and as a litigator has prevailed in cases at all levels of state and federal courts, trial and appellate. Holman's legislative experience includes collaborative drafting and negotiating several pieces of energy and natural resource law. Elected Chair of the Southern Renewable Energy Association and active board member of the Texas Solar + Storage Association; Regulatory Chair, Carolinas Clean Energy Business Alliance. Holman received his B.A. from the University of North Carolina at Chapel Hill and his J.D. from the University of Virginia School of Law. He is licensed to practice in NC and SC, and is admitted to multiple federal courts. He resides with his family in Asheville, North Carolina.
